Virginia Gov. Abigail Spanberger had a rule sitting on her desk that would have kept biological males out of girls’ scholastic sports and out of girls’ locker rooms. She killed it. Then she made sure as few people as possible found out.<\/p>\n

There was no press release. No statement on social media. No public notice. Spanberger’s administration withdrew the rulemaking on July 30, and it stayed buried on a state regulatory website until reporters surfaced it more than seven weeks later, in mid-September.<\/p>\n

The rule had a real history behind it. In April 2025, three female athletes \u2014 R\u00e9ka Gy\u00f6rgy, Lily Mullens and Carter Satterfield \u2014 petitioned the Virginia Board of Health to bar biological males from female-only athletic teams and from female spaces “where females are likely to be in any state of undress.” That August, under then-Gov. Glenn Youngkin, the Board of Health voted to move forward and directed the Virginia Department of Health to draft the regulation. It was a real process, with a real public-comment period, built to protect real girls.<\/p>\n

Then Spanberger took office in January, and by summer it was over. Virginia Health Commissioner Dr. B. Cameron Webb gave the only official explanation on record, telling the Richmond Times-Dispatch that after a legal review, the governor’s office and the health department “did not proceed with the proposed regulation.” That’s it. That’s the whole public accounting for killing a rule three female athletes fought a year to get.<\/p>\n

Reka Gyorgy, one of the athletes who filed the original petition, didn’t hide how it felt. “It saddens me to see Spanberger take a position that I feel does not adequately protect female athletes and women’s privacy and safety,” she told WJLA\/7News. “I have been fighting for women’s sports for years… It is difficult for me to see decisions being made that I believe could negatively affect women and girls.” She went further: “I personally think it is a shame to see Spanberger use her position and power in a way that, in my view, takes away fairness and privacy from women’s sports and spaces.”<\/p>\n

Loudoun County mother of three Abbie Platt, who has spent years pushing for sex-separated locker rooms and sports in Virginia schools, put it plainer: “It’s disappointing for sure, particularly because she campaigned as a moderate and essentially lied to Virginians about her positions on a lot of things… There was a process in place that allowed parents to contribute and to give feedback, and she just shut it all down, and it tells you where her priorities are and who she cares about.”<\/p>\n

State Sen. Tara Durant has a theory for why Spanberger did this in the dark instead of in daylight: the politics are brutal for Democrats. Polling shows 75 to 80 percent of Americans oppose letting biological males compete in women’s sports, Durant told 7News. “The vast majority of people ultimately \u2014 they want our girls to be able to have fairness when they compete,” she said. “I’m the parent of two daughters myself… This is a matter of safety as well as fairness for them.”<\/p>\n

Virginia Republicans who watched the rule get built weren’t any gentler. Former Del. Kim Taylor said her “jaw dropped” at the news: “As a mom of a daughter, I’m furious that protecting the privacy, safety, and opportunities of Virginia’s girls has somehow become controversial… Our daughters should never be asked to sacrifice their privacy or a fair playing field for someone else’s political agenda.” Del. Wren Williams called it “classic Spanberger”: “Say one thing, do another, don’t tell anyone, and ignore them if they ask about it.” He added that Democrats “continue to fall all over themselves to openly discriminate against our female athletes.”<\/p>\n

Here’s the part Spanberger’s office still hasn’t answered: reporters asked her administration directly why the rulemaking was ended and why it wasn’t announced. Silence. No comment, no explanation, no defense of the decision on the merits \u2014 because there isn’t one that survives contact with 75 percent of the country.<\/p>\n

Spanberger ran for governor promising competence and moderation. What Virginians got was a rule protecting their daughters’ locker rooms and scoreboards, killed in July, and hidden until September. That’s not moderate. That’s just quiet \u2014 until someone was paying attention.<\/p>\n
