It was said in Baghdad, by Mohammad Bagher Ghalibaf — the speaker of Iran’s parliament and the regime’s own chief negotiator — in a meeting with Iranian and Iraqi businessmen.

“No matter how much military power we have,” Ghalibaf said, “if people are hungry and we don’t have financial circulation, economic growth and domestic production, we will not endure.”

Read that again, and understand what it is. That is not an American talking point. That is not a cable-news chyron. That is a man who sits at the top of the Islamic Republic conceding, in public, in front of foreign businessmen, that the regime is running out of road. For forty-seven years the mullahs have told the world that sanctions are a nuisance they can outlast. Their own speaker just told a room in Baghdad that they cannot.

He is not alone. President Masoud Pezeshkian has stopped denying the shortages and is now arguing that Iran should end the war “from a position of strength” — the phrase men reach for when the position is anything but. The rial closed Monday at more than two million to the dollar. Inflation, by the Iranian government’s own Statistical Center, is running near 90 percent.

This is what pressure looks like when it is actually applied instead of merely announced.

On Monday, Treasury Secretary Scott Bessent stood at a lectern at the Treasury Department and announced the next turn of the screw: “Operation Economic Outcast,” which the administration had spent a week and a half branding as an “economic D-Day.” Nearly sixty entities, individuals and vessels designated. Five lifelines targeted — the purchase and transport of Iranian oil, the financial channels that clear it, the ship registries that flag it, the ship-to-ship transfers that launder it, and the countries that host Iranian aviation. Several general licenses suspended.

“Our objective,” Bessent said, “is to sever every economic lifeline that sustains this tyrannical regime until Tehran stands alone.”

Good. That is the correct objective, stated in the correct words, by an administration that — unlike the architects of the 2015 nuclear deal — is not in the business of buying quiet from the people who build the centrifuges. The Treasury’s own designation notice named the machinery plainly: a network of brokers, companies and shadow-fleet vessels operating across the United Arab Emirates, Hong Kong, China, Singapore, Switzerland and Europe to move Iranian oil and channel the revenue to the Revolutionary Guard’s Qods Force. Not “Iranian entities.” Not “regional actors.” Brokers and ships in specific places, moving money to the men whose rockets have already killed people at American bases.

So here is the question, and it is the only question that matters.

Asked when Iran’s largest trading partners might actually face secondary sanctions, Bessent would not give a timeline. Asked directly whether Chinese banks could be targeted, he said: “We want to make clear here today that no one is above the reach of U.S. sanctions.” And then, on the subject of moving fast: “Why would I want to blow up the global financial system?”

That is the tell. Bessent himself criticized Beijing last week for historically buying roughly ninety percent of Iran’s oil. Ninety percent. There is no Iranian oil economy without China. And on the day the administration declared economic D-Day, the Treasury Secretary delivered his opening remarks without saying the word.

This is not a new problem and it is not Bessent’s invention. The United States has had powerful secondary sanctions on the books for years and has enforced them only partially — under this administration as well as its predecessors. The statutes are not the bottleneck. The will is. You cannot declare a D-Day and then spend the landing negotiating with the beach.

Meanwhile the regime is doing what the regime does. Mohsen Rezaei — Iran’s new security chief, the former commander of the Revolutionary Guard, now a military adviser to Supreme Leader Mojtaba Khamenei — went on state television over the weekend and promised to answer the sanctions in a “seismic manner.” He warned Gulf states that any country cooperating with Washington would be treated as an enemy and a target. He said Iran would go after tankers transiting the Persian Gulf until, in his words, “not even a single drop of oil will leave the region.”

Take him at his word. Since February this regime has struck American bases in Jordan, the UAE, Kuwait and Saudi Arabia, and several of those attacks produced serious injuries and deaths. It closed the Strait of Hormuz and produced the largest disruption to Gulf energy exports on record. It is not bluffing about its willingness to hurt people. It is bluffing about its capacity to keep doing it while its own parliament speaker admits the treasury is empty.

The skeptics will tell you sanctions are exhausted. Alan Eyre, who sat on the American negotiating team over Iran’s nuclear program until 2015, told NPR that Washington has already taken “the low-hanging fruit, the mid-hanging fruit, the high-hanging fruit, the tree,” and that “there are no new sanctions that are effective.” With respect: he is describing the ceiling of his own approach, not the ceiling of this one. The men who wrote the 2015 deal are not the men to consult on whether pressure works.

Ordinary Iranians are suffering, and they will suffer more. That belongs on the regime — the one that spent the oil money on proxies and centrifuges while Iranians ran up credit tabs at the grocery store and insulin priced itself out of reach. Every dollar the Qods Force moved through a Dubai broker was a dollar that did not buy medicine.

The administration has the authorities. It has the designations. It has an enemy whose own speaker has told a room full of businessmen that the country will not endure. What it has not yet done is name China, set a date, and let the first major bank find out what happens.

Do that, and D-Day is a landing. Don’t, and it is a press conference.

Sources

NPR — Treasury Secretary Scott Bessent unveils new U.S. economic sanctions to isolate Iran

Axios — Bessent unveils sanctions designed to cripple Iran

Fox News — Scott Bessent to unveil unprecedented sanctions against Iran’s economy (live updates)

Fox News — Bessent announces ‘Economic Outcast’ operation against Iran

AP — Iran’s rial hits 2 million to the dollar

CNN — August 24, 2026 Iran war live updates

IranWire — Ghalibaf warns economic collapse threatens the Islamic Republic’s survival

Al Jazeera — Iranian president says time to end war with US from position of strength

Iran’s own parliament speaker told a room in Baghdad the regime “will not endure.” The rial is at two million to the dollar.
