That is not a backlog. That is a wall with a suggestion box bolted to the front of it.

On Thursday, August 13, the Justice Department announced it had settled its lawsuit against LASD and was closing the case. The department agreed to bring its permitting procedures in line with the Supreme Court’s 2022 Bruen decision, which affirmed what the Constitution already said: Americans have the right to carry a handgun in public for self-defense. DOJ called the outcome “a huge win for the residents of Los Angeles County and for the Second Amendment.”

It is a win. Now look at what it took to get it.

The numbers

According to the government’s complaint, between January 2024 and March 2025 the sheriff’s department took in 3,982 new concealed carry applications. As of May 2025 it had approved two of them. Roughly 2,768 were still sitting there pending. Another 1,210 applicants had withdrawn — which is to say, they gave up.

The average applicant waited 281 days for the department to take any action at all. The median was 372 days. One person waited 1,030 days. That is nearly three years.

California law gives the licensing authority 90 days to issue an initial approval or denial.

Ninety. Not 281. Not 372. Not 1,030.

DOJ also found the department was scheduling the interviews required to approve a license as far as two years out. Nobody builds a calendar like that by accident.

Delay is the denial

Here is the part the gun-control crowd would rather you skip past. Nobody in Los Angeles County had to pass an unconstitutional ordinance. Nobody had to stand at a podium and announce they were shutting down concealed carry. Bruen took that option off the table.

So what was left was the paperwork.

A right you cannot exercise for three years is not a right. It is a permission slip that never arrives. And the people it crushes are never the ones with a lawyer on retainer. As then-Acting U.S. Attorney Bill Essayli put it when the suit was filed: “Citizens living in high-crime areas cannot afford to wait to protect themselves with firearms while Los Angeles County dithers.”

Read that again. High-crime areas. The single mother in a bad neighborhood. The shop owner who has already been robbed twice. Those are the people a 372-day median puts at the back of the line, and they are the people least able to buy their way to the front of it.

It moved when somebody made it move

Now the lesson, and Republicans should tattoo it on the inside of their eyelids: Los Angeles County fixed this when — and only when — federal lawyers made it expensive not to.

The Civil Rights Division opened its investigation on March 27, 2025. It was the first Second Amendment pattern-or-practice investigation the Department had ever run. When the data came back, DOJ filed suit on September 30, 2025 in the Central District of California — the first affirmative lawsuit the Justice Department has ever brought on behalf of gun owners. Not a brief. Not a strongly worded letter. A lawsuit.

Then-Attorney General Pam Bondi said it plainly at the time: “Los Angeles County may not like that right, but the Constitution does not allow them to infringe upon it.”

And the backlog moved.

The sheriff’s department stood up a dedicated Carry Conceal Unit in the summer of 2025 with 16 full-time personnel. It scrapped the paper application for a fully automated process. It started publishing permit statistics on its own website. LASD now says it has eliminated the backlog entirely, and DOJ confirms the department is in compliance with the statutory deadlines.

Sixteen people and better software. That is what stood between law-abiding Angelenos and their constitutional rights. The county always had the money. What it did not have was a reason — until a federal complaint landed on the desk.

Take the win. Learn the lesson.

Assistant Attorney General Harmeet K. Dhillon took the gracious route on the way out the door. “The sheriff acknowledged the problem and devoted substantial additional resources, including new processing software and additional personnel, to cutting waiting times dramatically,” she said. “We applaud their efforts and are happy to be able to bring this litigation to a successful conclusion!”

Fine. Take the win and shake the hand. Sheriff Robert Luna’s department did the work once it was pushed, and that counts for something.

But do not mistake the polite exit for the moral of the story. The machinery of your rights only turns when somebody grabs the crank. The Civil Rights Division now runs a standing Second Amendment Section enforcing the Second Amendment, the Police Pattern or Practice Act and Executive Order 14206 — and it says it is still taking complaints from gun owners who believe a state or local government is slow-walking them.

Use it. Because there are a lot of counties in this country running the exact same play, and most of them have never once had to explain themselves to anybody.

Two out of 8,000. Remember that number the next time someone tells you nobody is coming for your rights. They do not have to come for them. They can just put you on a list and let the calendar do the work.

Sources:

U.S. Department of Justice, Office of Public Affairs — “Justice Department and LA County Sheriff’s Department Settle Lawsuit,” Aug. 13, 2026 (Release 26-930): justice.gov

U.S. Attorney’s Office, Central District of California — “Justice Department’s Civil Rights Division Files First Lawsuit in Support of Gun Owners Seeking Concealed Weapons Permits,” Sept. 30, 2025 (Release 25-251): justice.gov

Fox News — “LA gun owners stuck waiting years for concealed carry permits score major DOJ victory,” Aug. 17, 2026: foxnews.com

ABC7 Los Angeles / City News Service — “LA County Sheriff’s Department settles concealed carry lawsuit with US Department of Justice,” Aug. 14, 2026: abc7.com

The Justice Department closed its landmark Second Amendment case against the LA County Sheriff after the backlog vanished.
