On July 27, Rep. Pramila Jayapal of Washington introduced H.R. 9959, a bill to establish a \u201cGreen New Deal for Public Schools.\u201d It picked up about fourteen cosponsors and got referred to the House Education and Workforce Committee and the Energy and Commerce Committee. Jayapal, the former chair of the Congressional Progressive Caucus and now its chair emerita, is simply dusting off an old radical playbook. Greg Casar holds the gavel now, but the ideology has not changed.<\/p>\n<p>The specific text of Jayapal\u2019s bill is still under wraps. Her office has not answered press requests. That silence is telling. What we do know is that this is a deliberate revival of the 2021 \u201cGreen New Deal for Public Schools Act\u201d pushed by then-Rep. Jamaal Bowman of New York and Sen. Ed Markey of Massachusetts. Bowman is gone\u2014voters in his 2024 primary sent him packing\u2014but the blueprint remains. That earlier version called for $1.6 trillion over ten years. It promised 1.3 million jobs and a reduction of 78 million metric tons of carbon. It funded \u201cclean-energy\u201d building upgrades. More important, it pushed curriculum changes centered on \u201cracial, economic, and environmental and climate justice,\u201d along with grants for \u201cdiversifying the workforce\u201d and \u201cexpanding social service programming.\u201d<\/p>\n<p>In other words, the real payload was never about efficient light bulbs or better insulation. It was about turning the public school system into a delivery vehicle for progressive ideology. Climate justice, racial justice, economic justice\u2014everything except the basic job of teaching children to read, write, and calculate. The Sunrise Movement has been pushing the same \u201cGreen New Deal for schools\u201d framing for years. The activist left does not hide its intentions. It simply waits for the next opportunity to attach them to federal spending.<\/p>\n<p>Rep. Tim Walberg of Michigan, chairman of the House Education and Workforce Committee, cut through the marketing with characteristic clarity. He told Fox News: \u201cThe best way to prepare the next generation is by strengthening core academics, not expanding ideological programs. Parents and taxpayers have every right to expect schools to stay focused on education.\u201d That is the entire argument in two sentences. Everything else is distraction.<\/p>\n<p>This latest push arrives against the backdrop of a Democratic civil war. Democratic socialists are challenging and sometimes defeating establishment Democrats in primaries. The progressive wing is not content with influence. It wants dominance. A Green New Deal for Public Schools is one more front in that internal fight\u2014and one more attempt to nationalize the culture war inside classrooms that already struggle with basic literacy and numeracy.<\/p>\n<p>Parents are not confused about what is happening. They have watched years of social-emotional learning, equity frameworks, and climate anxiety curriculum crowd out phonics and math. They have seen the results in test scores and in the political radicalization of teenagers. Adding another layer of \u201cjustice\u201d language and social-service expansion does not fix broken schools. It entrenches the same people and the same ideas that helped break them.<\/p>\n<p>The $1.6 trillion figure from the 2021 version should concentrate the mind. That is not a school-repair bill. That is a permanent bureaucracy of activists and consultants with a green logo stamped on top. Once the money is appropriated and the curriculum guidelines are written, the ideological content becomes the new normal. Reversing it later is nearly impossible. That is the point.<\/p>\n<p>Republicans who control the relevant committees should treat this bill for what it is: a political statement, not a serious education proposal. There is no need to negotiate with it or improve it. The correct response is to reject the premise. Schools exist to transmit knowledge and skills, not to serve as laboratories for the latest progressive theories about race, class, and carbon. Taxpayers fund them for the former purpose. Parents demand the former purpose. Any bill that subordinates those priorities to \u201cjustice\u201d frameworks should be dead on arrival.<\/p>\n<p>Jayapal and her cosponsors can call it a Green New Deal. They can wrap it in jobs numbers and carbon claims. The substance remains the same. It is an attempt to use the public education system as a delivery mechanism for an ideology that most American families never voted for and do not want. The earlier version failed.
