On Monday, July 27, 2026, Mayor Zohran Mamdani stood up and announced a plan for five city-owned grocery stores—one in every borough. Not private competition. Not tax credits for existing stores. Straight city ownership, taxpayer capital, and politically dictated prices.

The pitch is pure populist sugar: a permanent 30 percent discount on a “core basket” that covers all fresh produce, all meat and seafood, plus roughly twenty categories of pantry staples, dairy, and refrigerated goods—eggs, milk, bread, cheese, chicken, the works. Prices will be locked in monthly instead of floating with the market. Anyone can shop there. The administration claims this will shave about 15 percent off the average grocery bill—roughly $90 a month, or a thousand dollars a year. The first store is supposed to open by the end of 2027 at Hunts Point in the Bronx. La Marqueta in East Harlem is already on the short list. The rest—Brooklyn, Queens, Staten Island—are promised before the end of Mamdani’s first term. The city has already carved $70 million out of the capital budget to make it happen.

Here is the part the press releases bury. Private operators will handle the day-to-day staffing, merchandising, and sourcing. The city supplies the land, waives the rent, absorbs the property taxes, and sets the pricing rules. In other words, the government picks winners, dictates margins, and socializes the losses. The stores will not have butchers and will not sell hot food, beer, or cigarettes. Mamdani’s team offers that as proof the plan will not crush the bodegas. That is political cover, not economic analysis.

Grocery prices have climbed about 33 percent nationwide since 2019. New Yorkers feel it every time they fill a cart. Mamdani’s answer is not more competition, lower energy costs, or regulatory relief. It is five government-run outlets offering below-market prices paid for by every other taxpayer in the city. When Fox News Digital asked the mayor’s office how they calculated the 30 percent discount and how much ongoing public subsidy would be required after the initial $70 million, the office simply did not respond.

The critics are not inventing the economics. E.J. Antoni, chief economist at the Heritage Foundation, put it plainly: a 30 percent discount at stores that normally run on a 2 percent profit margin is simply a loss for taxpayers who will have to make up the difference. He also warned the artificially low prices will damage the small businesses that currently serve the same neighborhoods. Adam Lehodey, a policy analyst at the Manhattan Institute, called the promised 30 percent savings “an illusion.” Taxpayers, he said, will foot the bill for subsidies on government-owned land with rents waived. Below-market pricing, he added, invites resale arbitrage and shortages. Kelly Loeffler, the SBA administrator, cut to the core: “One more problem with socialism: you eventually run out of other people’s money.” Across the board, opponents are already branding these outlets what they are—socialist ration shops dressed up as grocery stores.

This is not charity. It is not even creative public policy. It is the state deciding which food will be cheap, which locations will be privileged, and which private operators will be allowed to operate under government price controls. History is littered with the results of that model: empty shelves, black markets, and taxpayers left holding the bag when the numbers no longer add up. New York is not inventing something new. It is importing the same failed logic that has already been tested and rejected everywhere else it has been tried.

Mamdani’s plan does not expand supply. It does not lower the cost of energy, labor, or transportation that actually drive grocery prices. It simply shifts the bill from the checkout counter to the tax bill and pretends the difference is free. Private grocers who still pay rent, still pay taxes, and still have to turn a profit will be forced to compete against a competitor that does none of those things. The bodegas Mamdani claims to protect will feel the pressure first. The taxpayers will feel it forever.

Five stores will not fix a 33 percent national price increase. They will not create abundance. They will create a privileged channel of government-subsidized food that exists only because the rest of the city is forced to pay for it. That is not compassion. That is central planning with better branding. And it is exactly the direction New Yorkers should reject before the first Hunts Point location ever opens its doors.

Sources:

Fox News — Mamdani’s ‘ration shop’ grocery plan faces blistering economic critique

NYC Mayor’s Office — Mayor Mamdani Unveils 30% Discount at New Municipal Grocery Stores

NPR — Mayor Mamdani advances plans for cheaper government-run grocery stores in NYC

Gothamist — Mamdani’s city-run grocery stores to offer 30% price cuts on meat, produce

The Washington Times — Mamdani announces plans to subsidize food with city-owned grocery stores

NYC Mayor Zohran Mamdani is spending $70 million on five government-owned grocery stores promising 30% discounts.
